The Materials Control, Soils and Testing Division, also known as MCS&T, is managed by the West Virginia Department of Transportation. The division is responsible for the testing and management of materials, such as aggregate, Portland cement concrete, paints, oils and metals. It also focuses on the construction phase of projects. The Materials Control, Soils and Testing Division provides sampling and inspection services. The division manages welding, asphalt, coatings and chemistry laboratories. In addition, it operates subsurface investigation and equipment groups. The division has an environmental and coatings group that conducts chemical and physical testing on paint samples and reviews quality control plans.
