The California State Lands Commission - Marine Facilities Division monitors marine oil transfers and works to prevent oil spills from refineries and ships carrying oil.
The MFD draws much of its authority from the Lempert-Keene-Seastrand Oil Spill Prevention and Response Act of 1990, which came about after the 1989 Exxon Valdez and the 1990 American Trader crude oil spills.
The MFD's mission statement (the same as the California State Lands Commission's): "The California State Lands Commission serves the people of California by providing steward-ship of the lands, waterways, and resources entrusted to its care through economic development, protection, preservation, and restoration."
