Mr. Vrbas has dedicated his entire career of nearly 32 years to providing engineering, analytical and advisory consulting services for electric utilities and public power systems. He has significant experience assisting utilities with system planning and operations, power supply resource planning and procurement, MISO Market participation services, and management consulting. In 2005, Mr. Vrbas formed PS Analytics, LLC to provide analytical and advisory services for electric utilities and joint action agencies that operate electrical power supply systems. Performs feasibility and cost/benefit analysis for power supply alternatives including power plant construction alternatives. Has developed resource portfolios and negotiated power supply agreements, and has completed transmission and ancillary service requests on behalf of MISO transmission customers. Provides analytical and advisory services for Midwest ISO market participants related to transmission rights, tariff and contract compliance, and integration of pre-existing agreements Has performed electrical cost-of-service and rate analysis, including special incentive rate design. Has provided financial forecasts in conjunction with distribution and power supply planning services. Developed and applied production costing, dispatch, and loss-of-load probability analysis software in conjunction with power supply and resource integration services Developed and applied distribution analysis software which has been used throughout the U.S. and abroad. Has been responsible for municipal power plant upgrades, generating unit installation, plant design, environmental compliance, and permitting. Provided expert witness testimony before regulatory and judicial bodies regarding power supply expansion alternatives and the safe, reliable operation of electrical distribution systems. Designed transmission lines and substations at Nebraska Public Power District, and coordinated high voltage equipment testing and development of maintenance standards. Supervised the System Planning Department at Lincoln ( Nebraska ) Electric System and was responsible for the preparation of construction budgets, project coordination, and implementation of planning and scheduling systems. Has spoken on power supply and distribution issues at American Public Power Association ( APPA ) Engineering and Operations conferences. Presented technical papers at PowerGen International related to bidding strategies and generation dispatch in competitive markets. Served on Nebraska Legislative Advisory Committee ( LR455, 1996-1999 ) formed to investigate possible changes in the electric power industry in response to national restructuring.
