Puget Sound Opportunities Industrialization Center (PSOIC) began as an offshoot of the Yakima Valley OIC from Yakima, in 1995. Several years later PSOIC expanded into a Renton facility. In 2002 the facility changed its name to the Puget Sound Training Center. The center is geared toward training and providing employment services for those who have limited skills, education or an understanding of the English language. In 1999, 68 percent of PSTC graduates were placed in jobs.
