Clark Public Utility District is a customer-owned utilities company that provides electric, water and wastewater services in Clark County, Wash. Operations of the three systems are financially independent. According to Washington Public Utility District Association statistics, each of its employees serve an average of 543 customers, compared to a statewide PUD average of only 262 customers per employee. Additionally, Clark s annual operating costs per customer are $290, compared to a statewide PUD average of $493. Formally known as Public Utility District No. 1 of Clark County, Clark Public Utilities was formed by a vote of the people in 1938. It is a nonprofit municipal corporation organized under the laws of the state of Washington.
