The city of West University Place in Texas operates under the council-manager form of government. The city council appoints a city manager who serves as the chief administrative officer of the city. Under the city charter, the city manager is responsible to the council for the efficient and economical administration of the city government. The city manager prepares and submits an annual budget and administers the budget once adopted; advises council on the financial condition and future needs of the city; and recommends policies and salaries to be paid to employees. The manager also attends council meetings; administers the enforcement of city ordinances; and performs other duties directed by the council. The city manager s office is located in Houston.
