City of Palestine in Texas is a city operating under the city charter adopted in 1871. It is operated by a council manager form of government with a mayor, six council members and a city manager. The council members are elected from member districts. The Palestine community was incorporated in 1871, and has a population of more than 17,500. The departments of the city include administration, utilities, tourism, public works, fire, police and development services. The services offered by the government include maintenance of airports, accounts payable, animal control and shelters, issuing of birth and death certificates, and providing buildings and cemetery information. It also provides attorneys, civic centers, code enforcement services, convention and visitors bureaus, court and traffic citations, emergency management, and engineering and finance services. Additionally, it provides garbage collection, literacy programs, maintenance facilities, parks, senior citizen centers, tax collection, sewer repair and garbage billing services.
