El Papalote is a child development center that was established in 1989 as a mother's day out program by a grassroots group from the Junior League of El Paso and the United Way. Today, it offers a child care program that focuses on health care services for special-need children, as well as the development of their physical and mental potentials. The center is licensed by the Texas Department of Protective and Regulatory Services to provide residential services for up to 58 children. El Papalote is accredited by the National Association for the Education of Young Children. It also offers financial assistance and referral services. The center utilizes an intergenerational approach to child development in a culturally diverse environment. El Papalote is a part of the El Paso Rehabilitation Center, which provides early childhood intervention services.
