Construction of Smoke Rings Cigar Bar began in the Spring of 2015 and was complete in late October of that year. Smoke Rings - approximately 3000 square feet - was built at the site of the former Scatton's Restaurant, a well-known Hazleton landmark at N. Vine & 22nd St. just off Church St. /Rt. 309.
