New Start
New Start is a program designed for males who are incarcerated in city and county prison systems and have substance abuse problems. It offers individual, group and family, drug and alcohol counseling services. The program provides various on-site and off-site vocational training programs. It serves addicted offenders with mental health issues. New Start is operated by Resources for Human Development, a nonprofit social service organization. Founded in 1970, Resources for Human Development sponsors more than 150 human service programs. The organization serves individuals who suffer from mental retardation and chemical addiction. It offers fiscal supervision, management oversight and support services. New Start is based in Philadelphia.
