Cartridges from my pool filter. Do those look "good"?

Was told NOT to clean our filter and this is what it looked like when we opened it

Told us not to clean our filter and when we opened it they looked like this...

Why is that pipe above the pump spewing water? Does the wall behind look like water damage from before? Could there have been a problem?
