Bill of Rights Foundation's primary focus is on civil rights and constitutional litigation. In addition to its Hoboken office, it has an office in lower Manhattan.
The foundation is run by George Sommers. Sommers, who has been a lawyer for 22 years, won a landmark case in 1994 against the New York City Police Department. The case determined that begging is protected by the 1st amendment. The city had to pay legal fees associated the the case; part of those fees went towards setting up this foundation.
