Community Action Program Belknap-Merrimack Counties, Inc. (CAPBM) is a New Hampshire agency established in 1965 under the provisions of the Equal Opportunity Act of 1964. With a primary mission to assist low-income families and older individuals, CAPBM sponsors and manages over 70 programs and services designed to promote financial and social independence within the community. From early care education and elder services to energy assistance and affordable housing, CAPBM strives to meet the diverse needs of children, families, single parents, the elderly, and the disabled.
