Fulton is a city in Callaway County, Missouri, the United States of America. It is part of the Jefferson City, Missouri Metropolitan Statistical Area. The population was 12,790 in the 2010 census. It is the county seat of Callaway County. Winston Churchill made his famous "Sinews of Peace" (Iron Curtain) speech in Fulton at Westminster College in 1946.

According to the United States Census Bureau, the city has a total area of 11.4 square miles (29.4 km²). 11.3 square miles (29.3 km²) of it is land and 0.1 square miles (0.1 km²) of it (0.44%) is water.
As of the census of 2000, there were 12,128 people, 3,700 households, and 2,208 families residing in the city. The population density was 1,072.3 people per square mile (414.0/km²). There were 4,131 housing units at an average density of 365.2 per square mile (141.0/km²). The racial makeup of the city was 81.26% White, 15.44% African American, 0.41% Native American, 1.06% Asian, 0.02% Pacific Islander, 0.38% from other races, and 1.43% from two or more races. Hispanic or Latino of any race were 1.09% of the population.
