Martin Boulevard Elementary's history dates back to 1927, when it opened as a four-room school called Middle River in eastern Baltimore County. The original building eventually had three additions built onto it before it was replaced by the present building in 1999. Today, Martin Boulevard is a high-performing Title I school making a difference. It also offers several reading education programs such as DIBELS, Accelerated Reader, Reader's Library, Reading Research Lab, Read to Me-Talk with Me and Junior Great Books. The school also reinforces good behavior by utilizing the Positive Behavior Intervention and Supports (PBIS) program.
