Baltimore HealthCare Access, a quasi-public agency of the Baltimore City Health Department, was established in 1997 to assist with the transition of Medicaid fee-for-service to managed care. Based in Baltimore, BHCA assists residents and their health care providers in accessing and utilizing Maryland s HealthChoice Medical Care Program administered by the Maryland Department of Health and Mental Hygiene. Baltimore HealthCare s various programs include eligibility program for pregnant women and children, community health education, care coordination, consumer ombudsman and assistance program, focus on children with special health care needs and school health outreach.
