Mitchell is the president of the company and the primary qualifying agent with a certified underground utility contractor license from the Florida Department of Business Professional Regulation. Mitchell also qualifies as an installer of underground fire suppression systems via the Florida State Fire Marshal. Haleakala Construction was established in 1984 as a sole proprietorship and incorporated in January of 1987.
