The Water Facilities Authority is a Joint Powers Authority governed by its member agencies Chino, Chino Hills, Monte Vista Water District, Ontario, and Upland. It owns and operates the Agua de Lejos Treatment Plant, a surface water treatment plant located in the City of Upland, which treats and disinfects imported water supplies to supplement local groundwater sources.
Through its member agencies, the Authority indirectly serves over 450,000 people in the west-end of San Bernardino County, covering approximately 135 square miles within the upper Santa Ana River watershed.
