Phill Evans Sculptural Design is located just beyond the main strip of Old Fair Oaks, across from a car wash. Rather than a traditional gallery where one strolls around inside of a room, Evans has an art sculpture garden outside, next to his studio. He creates his sculptures using thin pieces of metal, colorful glass, and stones. In addition to creating decorative sculptures, Evans also repairs art and metal pieces and makes furniture such as chairs that could also double as abstract art. His most popular sellers are kinetic sculptures, which spin and move with the wind. Some of Evans' work can be seen throughout Sacramento County, such as the bright, dangling art at the Palladio in Folsom and a large collection of bicycle parking art along the American River around Folsom and Rancho Cordova.
