Founded in 1909, the Oakdale Irrigation District was organized under the Wright Act. The OID and its sister district, South San Joaquin Irrigation District, purchased an old established system known as the Tulloch System. The combined storage capacity for the three reservoirs is 230,400 acre-feet, with a combined power generation of 81,000 kilowatts. Additionally, in 1984, the Sand Bar Hydroelectric Powerhouse Project was completed, and it is capable of producing 16,200 kilowatts. The East San Joaquin Water Quality Framework, which includes the Modesto, Turlock, Oakdale, Merced and South San Joaquin Irrigation District, as well as the cities in the area and other stakeholders, is currently funded with a grant from the State Water Resources Control Board's Consolidated Grants Program.
