The Community Services Department works to improve the quality of life for people through cultural, social and marine safety programs. It maintains a recreation and human services division that provides a variety of adult sports activities, as well as operates the Seniors Outreach Center, Rodgers Seniors' Center and Emerald Cove, a senior housing complex. The department administers a youth sports program that focuses on teaching the rules and strategies of several games. The Community Services Department has undertaken various development projects that include the Beach Public Services Center and Lifeguard Tower Zero. Its facilities include the Edison Community Center, Huntington Central Park and Meadowlark Golf Course. The department is governed by the City of Huntington Beach in California.
