The Harbor Community Benefit Foundation (HCBF) is a non-profit organization established as a result of an agreement between the Port of Los Angeles and the City of Los Angeles to address the environmental and public health impacts of port operations on local communities. As part of the largest industrial port in the United States, the HCBF aims to improve the quality of life for residents affected by port-serving industries by mitigating the off-port impacts such as air emissions, traffic, and noise.
