The Child-Family Policy Institute of California (CFPIC) is a Sacramento-based organization that administers the Preventing and Addressing Child Trafficking (PACT) Project. PACT is a statewide initiative that aims to improve outcomes for vulnerable children and youth at risk of or experiencing human trafficking by engaging county child welfare agencies and their multidisciplinary partners in a collaborative platform.
With a focus on harm reduction and a human rights framework, PACT provides customized technical assistance, training, and linkages to strengthen the capacity of county agencies in delivering services to victims of child abuse and neglect. The project, which started in 2014 with ten participating counties, has expanded to include 45 counties and established regional peer cohorts, supported by a diverse team of staff and consultants with expertise in human trafficking and lived experience.
