The Southeast Arkansas Regional Planning Commission (SARPC) is a local council of governments that provides planning and technical services to Jefferson County and its local governments. Established in 1964, SARPC is governed by three representatives from each member government and serves as the Metropolitan Planning Organization (MPO) for transportation planning in the Pine Bluff Metropolitan Statistical Area.
Through its Pine Bluff Area Transportation Study (PBATS) program, SARPC works cooperatively with state and local communities to meet the transportation needs of the public while adhering to local, state, and federal rules and guidelines. The PBATS area includes Pine Bluff, White Hall, and parts of Jefferson County, as defined by the U.S. Census. SARPC also develops comprehensive plans for various aspects of the region, such as land use, parks, downtown revitalization, and bike and pedestrian routes.
